Re: Sick Leave Usage of Dispatcher Xxxxxxx

I have reviewed the sick leave record of Dispatcher Xxxxxx for the one-year period ending December 1st. She has used 140 hours of sick leave.

I analyzed her sick leave record and found 18 separate sick leave occurrences. Of those, 13 days were taken on five occasions during which she took multiple days of sick leave, either two or three days. On five occasions the sick leave was taken either just before or just after her days off. The amount of Dispatcher Xxxxxx's use of sick leave is in violation of G.O. 23-1.2

I have listed the individual use of sick leave on the attached page.

On January 15th I met with Dispatcher Xxxxxx and Lt. Xxxxxx to discuss her sick leave usage. We pointed out that her sick leave usage is unacceptable and violation of the General Orders. We explained that it negatively affects several areas of communications center operations, including the morale of her co-workers, scheduling of personnel, and increased overtime costs. It also affects the level of services provided by the communications center to the department and community.

We discussed with Xxxxxx the reasons she took sick leave during the last year. Xxxxxx said she had a minor auto accident in June that caused her to take several consecutive days off. She also said she had a chronic allergy that resulted in taking off several more days of sick leave.

Xxxxxx declined to formulate a performance improvement plan beyond what was offered to her in the attached Personal Contract. Xxxxxx said she understood the contract and will attempt to abide by its provisions.

Effective immediately, Dispatcher Xxxxxx has been placed on sick leave monitoring. She is now required to call in personally for all sick leave, and leave a telephone number at which he can be contacted during her illness. She is to submit a doctor's statement each time he is absent due to illness. Her sick leave usage will be reviewed at 30 day intervals. If he uses more than eight hours in any 60-day period, further disciplinary action will be taken

Personal Contract

I understand that I must personally call in to report off on sick leave, and give the person taking the report the telephone number where I will be during my sick leave. I understand that after taking any sick leave, upon my return I shall submit a signed and dated doctor's release. I understand that my sick leave usage will be reviewed at 30 day intervals and that if I use more than eight hours (one-half of the earned sick leave) in any 60-day period, further disciplinary action will be taken.
