POSITION:9-1-1 Mapping & Database Maintenance Specialist, Grade R33(City Manager’s Office)

SALARY RANGE:$2,109 to $3,043 per month (Depending on experience)

SUMMARY:To provide addressing support to South Texas 9-1-1 Region and addressing and database maintenance services for Laredo. Develop, maintain, and oversee the 9-1-1 automated address and mapping databases for a 4 county region, and requires extensive communication and coordination with telephone companies and 9-1-1 County database maintenance and Public Service Answering Points (PSAP) representatives.

MINIMUM QUALIFICATIONS.

Education, Training, & Experience:

Bachelor’s degree from an accredited college or university in Urban Geography, Geographic Information Systems (GIS), Computer Technology, or related field.

Three years experience in GIS and Global Positioning Systems (GPS) or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

LICENSE AND CERTIFICATIONS.

Valid Texas Drivers License.** If applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.

KNOWLEDGE, SKILLS AND ABILITIES:

•Knowledge of word processing, spreadsheet, and database software and technologies.

•Knowledge of the technical field of computers and computer programming, particularly in the area of geographic information systems and automated mapping.

•Knowledge of database management and data surveillance techniques.

•Knowledge of the principles and practices of map preparation and techniques.

•Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets and monitoring program costs.

•Ability to maintain good planning and organizational skills.

•Ability to maintain valid Texas Driver License and a good driving record.

•Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints.

•Ability to effectively communicate both orally and in writing in the English and Spanish language.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work involves rotating shifts and working extended workdays outside the regular working hours and on-call status. Working in an office inside in a dry atmosphere closely with others and alone with some heavy traveling required. Exposure to unknown and dangerous conditions and unusual environmental stress. Work requires data entry, constant telephone and radio monitoring and utilization, and occasional standing, walking, bending, stooping and lifting up to 15 pounds. Vision and hearing is required to perform essential functions.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

•Provides technical assistance to the South Texas Region’s Public Service Answering Points (PSAP) in regard to database maintenance including Master Street Address Guides (MSAG), Automatic Location Identification System (ALI) and Mapped ALI System.

•Provides database maintenance services for the City of Laredo to include the creation and maintenance of a MSAG; provides database maintenance support for the South Texas 911 region; assist in analyzing, designing, and implementing databases.

•Oversees the installation of new or revised 9-1-1 database systems and provides training as needed.

•Provides 911 mapping services for the City of Laredo to include the creation and maintenance of a Mapped ALI system; oversee and maintain 911 GIS data; develop, maintain and update digitized maps on server; utilize and incorporate GPS technology in the preparation of maps.

•Acts as a liaison with local governments, telephone companies, and emergency service providers to maintain official verification of street range information and service boundaries specific to addressing and database maintenance.

•Analyze, evaluate, and make recommendations concerning the development of new existing procedures, standards, tools and techniques to improve 9-1-1 database development and maintenance.

•Maintains up-to-date knowledge of computer hardware and software to ensure optimal use of the resources available; maintains the division’s computers; installs additional software when needed; orders computer components and peripherals when needed.

•Assists in the development of a database maintenance plan to be submitted to the Commission on State Emergency Communications (CSEC) in conjunction with the Regional Planning Commission’s approved strategic plan.

•Assists in establishing and controlling necessary database security.

MINIMUM QUALIFICATIONS.

Education, Training, & Experience:

Bachelor’s degree from an accredited college or university in Business Administration, Computer Science, Management Information Systems, or related field. Master degree in Public Administration preferred.

Five years experience in telecommunications and/or project management to include two years in a managerial capacity or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

•Supervises, plans, schedules, and assigns work to subordinates; instructs and trains in correct methods and procedures; reviews and evaluates employee's performance.

•Oversees the overall administration of the South Texas region 9-1-1 System consisting of 4 counties including Jim Hogg, Starr, Webb, and Zapata Counties; serves as the 911 South Texas Region Liaison to the Commission on State Emergency Communications (CSEC) member governments, local officials, federal, state, and local agencies and the private sector in all activities related to 9-1-1.

•Develops and implements the 911-Strategic Plan; responsible to ensure adherence with Strategic Plan, and prepare and submit plan amendments.

•Develops and monitors 9-1-1 Regional program and admin budgets; prepares budget amendments; review and approve requests for payment and reimbursement requests made to CSEC.

•Oversees the coordination, development, maintenance, and monitoring of activities, equipment, and/or services that directly support and enhance the delivery of 9-1-1 calls and the level of service provided to the region including Database Maintenance, Management Information Systems (MIS), and Mapped Automatic Location Information Database Systems.

•Provide assistance to local governments in the development of 911 database and effective 911 Public Safety Answering Points (PSAPs) operations.

•Visits to the various PSAPs as necessary to meet with PSAP representatives; review and assist with PSAP operations and address technical problems.

•Oversees the preparation/coordination of Interlocal Agreements with all entities receiving 911 funds or equipment. Supervise the monitoring of deliverables under the agreements and inventory maintenance of all Interlocal Agreements.

•Maintains compliance with federal, state, and local laws as applicable to the implementation of 911 emergency communication services.

•Make presentations; prepare performance and informational reports, provide technical assistance as may be requested by Laredo’s City Council, CSEC, Regional Advisory Council, and other applicable administrative and organizational groups.

•Assesses current and future capital equipment needs for the region; work with vendors to determine equipment costs; incorporate equipment purchases within regional and PSAP budgets; monitor equipment lease agreements.

•Oversees the preparation, scheduling, and coordination of mandatory 911 training; negotiate with training providers.

•Oversees and prepare agenda items for consideration and approval by the Laredo City Council and/or other governing body as applicable.

•Oversees public information and education campaigns. Oversee the obtainment and/or development, distribution, and inventory of public education materials.

•Attends meetings and workshops necessary to acquire technical knowledge related to all aspects of 9-1-1.

•Monitors PSAPs quarterly to verify the working condition of 911 call taking equipment, network, and database. Reviews call history and printouts for any problems. Reports needed repairs to the specific maintenance vendor, telephone company, and/or County; maintains error reports for performance reporting purposes; issues reports to Commission on State Emergency Communications (CSEC) on a quarterly basis.

•Communicates with telephone companies serving the region on PSAP needs specific to 9-1-1 technologies, wireless service, language line, and equipment maintenance.

•Prepares/Coordinates Interlocal Agreements with all entities receiving 911 funds or equipment. Supervises the monitoring of deliverables under the agreements and inventory maintenance of all Interlocal Agreements.

•Assists in compiling and analyzing data and preparing performance and informational reports; makes presentations as directed.

•Keeps informed of new technologies and enhancements applicable to 911 operations; reviews and researches industry literature; attends trainings and conferences.

•Assesses current and future capital equipment needs for the region; works with vendors to determine equipment costs; monitors equipment leases; assists in the implementation and upgrade of 9-1-1 equipment.

•Works with wireless telephone carriers and the CSEC in the implementation and ongoing maintenance of Wireless Phrase I and II.

•Assists in the preparation of 9-1-1 program and administrative budgets for the region and member counties.

•Attends meetings and workshops necessary to acquire technical knowledge related to all aspects of 9-1-1.
