At this point the call-taker has determine that the call has witnessed or been the victim of a crime, and that an officer must take a report. Or the call-taker determines that some other type of action is necessary to assist the caller.

If the person is reporting an incident that occurred hours, days or even months earlier, the call-taker might take information so that an officer can be assigned to take a report. Some agencies take so-called "cold" reports of crimes only by telephone, or they mail out forms so the victim can complete and mail back the report themselves.
