LEADS/NCIC Required Reading

My agency will be audited by the State in August. Usually every other year around this time; the TAC and myself (Asst. TAC) are in a bind to organize the required reading. Two years ago, we got MDTs for all LEOs in our county. We are responsible for providing LEADS/NCIC to these agencies. All operators have to be certified however; prior to being certified, they have to read what is required by LEADS and NCIC before taking their MDT test.
Many of our problems are the deputies and LEOs outside of our agency, are not keeping up on their reading. It's difficult to organize ALL the training records to provide the auditors when they visit.
Right now, we have one sign off sheet for each division; for each required reading module. It is difficult to keep up with all the paperwork plus getting the LEOS and deputies to read this information.
Does someone have a plan set up that actually works great and is less of a hassle?! I'm looking for some ideas...thank you for your input, gang!

I don't have a plan I use but I have a suggestion. Where I work the TAC has the authority to disconnect non-compliant users/departments from the state system. If you have the same authority, let the person in charge of those agencies know that you will disconnect their access to Leads at the end of July if they don't return the forms showing that their agency is compliant. Just make sure they understand the need for this information first.

That is what we do in my agency as well... Our Terminal Operator's Certificates (TOC) are valid for 2 years... if we do not retake our tests within a certain time frame of the 2 years expiring our access to the system is cut off until we are up to date.

When we log into our NCIC system we get a nasty warning that our TOC is about to expire, usually 2 weeks prior to the actual expiration date.

My suggestion is to have the police department do their own training, that shouldn't be a dispatchers job to keep officers compliant. Two different and separate professions that should be treated as such.

Illinois doesn't require reading of any kind, we just take an exam every 2 years to recertify.
