The Portland (Ore.) Bureau of Police (BOP) has released over 700 pages of documents and investigative reports related to the death of a man from a police sniper’s bullet, concluding that a mis-communication led to the shooting. Aron Campbell was apparently upset over the death of his brother, and was drinking inside his apartment. His relatives called police, who responded, but feared Campbell was armed inside. There was a stand-off, with an officer texting Campbell to determine if he was okay. Officers were placed around the building with AR-15 rifles while other officers negotiated with Campbell. According to the report, Campbell agreed to surrender and was leaving the building walking backwards. An officer with a rifle believed he saw Campbell reach for his waistband and fired a fatal shot. The report notes the officer was not wearing a radio earpiece, and didn’t know Campbell had agreed to surrender. The county grand jury declined to indict the officer for killing Campbell (read their report and listen to a 911 call).
