The federal group that is devising data standards for an upgraded national warning system has posted its latest proposal, and is asking for feedback from the emergency management profession, along with state and local public safety agencies. The Emergency Alerting System – Common Alerting Protocol (EAS-CAP) group hopes to massage the proposal into a specification, which will then be adopted as a standard. In general, the standard will set out specific data elements and their formats for use when transmitting alerts. The process is complex, since the EAS of the future will allow local, state and federal agencies to generate alerts, and for them to be sent to a wide variety of devices, from ordinary telephones, to e-mail accounts, to smartphones, pagers and other wireless devices.
