Faced with the prospect of handing over his driver’s license during a traffic stop by a Florida Highway Patrol officer, Kevin Allen dialed 911 to complain. At one point he asked the dispatcher to call his wife, and otherwise used the phone to document his remarks during the stop, which ended with his arrest on several charges.
