The federal Department of Homeland Security has issued an updated guide to communications interoperability, based on feedback and studies they’ve obtained from state, county and local agencies over the past two years. The DHS’ Office of Emergency Communications was tasked with improving communications and to create a National Emergency Communications Plan, but first reached out to agencies across the country to study state and local level plans. This new 92-page guide summarizes those plans and describes how to implement one on a state-level. Download (pdf) the guide here.
This diagram appears in the 2009 DHS guide to statewide interoperability plan implementation.
