A long article in the Toronto Globe and Mail newspaper points out the problems of dialing 911 when the subscriber has VoIP or cellular telephone service, including a 30-minute response delay that ended with the death of an 18 month-old child. The newspaper’s six-month investigation found that about one-half of all 911 calls made in the Canadian city are from wireless phones, and that 250,000 homes have VoIP service.
