Flathead County (Mont.) 911 officials carefully crafted a bond measure that would have added $12.48 a year to property taxes, all in order to raise $6.9 million for a new consolidated comm center. A local political action group posted an elaborate Web site describing the need for the money and new center, and encouraging voters to say “Yes” to the ballot measure. When the votes were tallied last month, it was too close to call immediately. But with days the county clerk certified the vote: the measure won by just 200-some votes.
