Thanks to Troy in Texas for asking the question: are there entities out there that are only answering 911 calls, and which perform no dispatching duties at all? The state of New Hampshire’s single PSAP seems to fill that bill, and some other cities have 911 centers that only perform police dispatching (NYC). If you know of any agency that is call-taking only, post a comment with the location and details.
