The federal National Telecommunications and Information Administration (NTIA) has proposed a $40 million grant program for PSAPs under the ENHANCE 911 program passed by Congress in 2004. The legislation was originally proposed to help speed the implementation of Phase II wireless E911 upgrades by comm centers, and was passed with $250 million in annual grants over five years. But like most such legislation, came without actual funding. Later legislation allowed loans against a future spectrum auction, and now the NTIA is proposing $43.5 million in actual grants.
