FCC Takes Another Swing at Spectrum Auction

The FCC has issued proposed rules for conducting a second round of auctions for spectrum intended to create a nationwide public safety communications network. The agency’s previous ground-breaking auction in February ended without any bids meeting the minimum price. In this version, the FCC retains the public-private partnership principle in developing the nationwide network, but clarifies some rules that might make it more attractive for bidders. The FCC also proposes to allow bidding on smaller geographic areas, and to require that a single radio standard is used regardless of winning bidders. The FCC invites feedback, ideas and suggestions on its proposal. Download (pdf) the 239-page Notice of Proposed Rulemaking here, along with a press release on the proposal. You can also download (pdf) statements on the proposal from the FCC commissioners here.
