The contradictions of public safety dispatching are everywhere, and none so obvious as the difference between what two persons consider is an “emergency.” Take the woman who called veteran King County (Wash.) dispatcher Manny Apostol last year to report that she was locked inside of her car. She was scared, she was frightened, she was frantic. The engine had died and everything quit working, so she dialed 911. After 15 years, Apostol had heard it all. He quickly asked a few questions and…well, listen to the logging tape of the call for the punchline.
