Today the U.S. Department of Homeland Security (DHS) released today a long-awaited National Emergency Communications Plan (NECP) requested by the Congress. According to DHS, the plan intends to, “address gaps and determine solutions so that emergency response personnel at all levels of government and across all disciplines can communicate as needed, on demand, and as authorized.” The plan sets out three milestones for local, state and federal agencies to establish minimum levels of interoperable communications, ranging out to the year 2013.
