Dispatchers for the Metro Emergency Communications Agency in Indianapolis (Ind.) have been using headsets to handle both telephone calls and radio transmissions, a set-up that seemed to work. But recently a communications upgrade put telephone on the headset and radio on speakers, an arrangement that prompted complaints from dispatchers, firefighters and officers.
