The Department of Homeland Security is about three months late in delivering a public safety communications plan to Congress, and a representative of the agency was closely questioned by Congress during a hearing earlier this month. Rep. Henry Cuellar (D-Tex.) asked DHS undersecretary Robert Jamison how states could possibly apply for $1.6 billion in grants when the agency hasn’t yet finished the National Emergency Communications Plan required by Congress back in Oct. 2006. Jamison said the plan is in the final review stage and could be ready by the end of July. Read more about the late plan here.
