The FCC received hundreds of submissions after it requested official feedback on how to to proceed after it failed to auction spectrum for a national public safety communications network last February. Some of the submitted comments were simply negative or positive remarks about the FCC’s auction process, while some were long, complicated proposals on how to create a network using alternative procedures. AT&T suggested skipping the auction process and using a regional build-out approach, for example.
