The U.S. Senate has passed legislation approved by the House last November, intended to provide VoIP providers with full access to the nation’s E911 systems, and to begin the process of moving the various 911 systems to a national, IP-based network. H.R. 3403 various liability and legal provisions that make implementing VoIP/E911 easier for carriers.
