It’s The Culture, Not the Technology

A Department of Homeland Security official testified before a Congressional committee on Tuesday that they’ve made significant progress on communications interoperability, but that it’s not just a technology issue. Jay Cohen, undersecretary for science and technology at DHS, told the committee members that, “We have some communities where the police chief only wants the police to talk to him.” He emphasize that many times, “It’s the culture” that prevents agencies from communicating with each other.
