Switch, Join or Create New Center?

The town of Collegedale (Tenn., pop. 6,514) had a decision to make: join a newly-consolidated comm center with Hamilton County and Chattanooga, create their own center for $1.5 million or switch service to another city. In the end, the city commission decided to join the city-county center after it offered to spread the annual cost over five years, increasing each year. Read the details here.
