Center Director Position: Who Appoints?

There’s a debate in Lenawee County (Mich.) over who should appoint the next manager of the county’s emergency communications center–the sheriff, the 911 board or someone else? Right now the center and its dispatchers are under the sheriff’s department, but with an independent 911 board overseeing operations. The board has asked the county commissioners for permission to appoint a new comm center director when the current sheriff’s lieutenant retires in March, but the sheriff opposes the plan.
