When the federal government held a huge drill in 2006 to test homeland security against terrorists, it included everything its planners could possibly conceive: reporters releasing believable but false stories, railway switch failures, planes flying near the White House, satellite navigation problems, water utilities in Los Angeles compromised, people on “no fly” lists arriving at airports, and simulated attacks on computer systems. The Homeland Security Department ran the exercise to test the nation’s hacker defenses, with help from the State Department, Pentagon, Justice Department, CIA, National Security Agency and others. The Associated Press has just obtained a copy of the 328-page project plan, with many sections blacked out. There was one additional element: problems with a police radio system in Montana. Another similar drill is planned for this March.
