NENA has posted a second draft of PSAP policies and procedures related to airborne emergencies, including terrorist incidents. The original 2002 document was prompted by the Sept. 11th terrorist attacks, after several airborne callers dialed friends and relatives to notify them of hijackings and they, in turn, dialed 911. Since that first draft, NORAD operations have been realigned, and the agency’s recommendations on handling emergency have also changed.
