Dispatching is pretty routine at the Quincy (Mass.) police department comm center for Russell Deming. The calls come in, the incidents are dispatched and everything in between is handled promptly. And all this occurs despite Deming being blind, and having to use a text-to-speech software to handle his computer work. ‘‘I do the same thing everybody else does in there,’’ Deming said. Co-workers told a reporter that his eyesight isn’t really an issue when he sits down at the console. ‘‘He’s a great dispatcher. He does his job very well,’’ said colleague Ryan Donnelly.
