A teen foster child could not be revived by CPR instructions that a Hamblen County (Tenn.) Sheriff’s Office dispatcher gave during a 911 call after the child was put in a choke hold by his foster father. The foster father was arrested and charged with reckless homicide after he admitted to an altercation with the youth. Officials released a 10-minute logging tape of two 911 calls and associated radio traffic, which has the dispatcher giving instructions to a woman, who then relays it to another person.
