The Public Safety Spectrum Trust (PSST) has posted a 34-page explanation of its requirements for a nationwide radio network, intended to guide and assist bidders on the project. Earlier this year the FCC allocated spectrum for such a network, and the PSST hopes to be named as trustee for the spectrum. The group would then partner with a private entity to design, build and operate the system for any public safety agency who wants to use the network.
