Hamilton County (Ohio) Communications claims to be the first in the nation to have equipment for accepting cellular text messages from citizens who are reporting crimes and other emergencies. The system isn’t quite implemented yet, says director Bill Hinkle, who added the system will help both hearing impaired and those who are otherwise unable to place a voice call.
