The investor group Frontline Wireless LLC has filed a petition for reconsideration with the FCC over spectrum auction rules the Commission issued recently, including a plan to create a national public safety radio network. In its 30-page petition, Frontline asked the FCC to make changes that seem to favor smaller bidders and companies by lowering minimum bids and blocking “excessive concentration in spectrum holdings.
