Carriers Fined for Phase II Violations

The FCC has set substantial fines for three cellular carriers for missing Phase II E911 implementation deadlines, specifically that 95% of subscribers have Phase II-capable handsets by Dec. 31, 2005. The FCC fined Sprint-Nextel, Alltel Corp. and U.S. Cellular for $1.33 million, $1 million and $500,000 respectively. The companies reported their Phase II handsets rates were 81%, 84% and 89% among their subscribers. The FCC’s various Phase II deadlines have been extended several times, but the FCC turned down waiver requests from the company’s earlier this year.
