Spy Satellites OK’d For Local Use

National Intelligence director Michael McConell has approved a plan to allow local public safety agencies to use of spy satellites for local cases and incidents, including the use of real-time, high-resolution cameras. McConnell says the Department of Homeland Security will coordinate access to the satellites, and that both agencies are now working out rules and procedures for the new access. According to a memo McConnell wrote authorizing access, the satellites could be used in support in both criminal and civil law investigations. Up to now, only intelligence and defense agencies had access to such satellite images, while federal law enforcement agencies could access them only with special presidential permission. Officials note there are significant issues to be resolved, including priority of use, civil liberty issues and how local agencies would access satellite feeds.
