The huge 800 MHz rebanding project now underway across America was mandated by the FCC, to be paid by Sprint/Nextel, and performed by public safety agencies with the assistance of consultants and engineers. The overall complexities of the project are demonstrated by a recent FCC decision on how much Nextel must pay Washoe County (Nev.) for rebanding their 12-site, 4,239-user system that covers 6,500 square-miles. But millions are not at stake here, just a few hundred dollars, in some cases. For example, the county wanted $77,500 to pay for one 5-minute and one 15-minute training session for all radio users, but Nextel offered only one 5-minute and one 10-minute session at $52,987.50. The county wanted $54,800 for system tracking software, but Nextel offered just $890.41 to training two persons to use Excel spreadsheet software.
