Williamson County (Tex.) dispatcher Julie Smith has been out of the academy and at the console for just two months, but has already added childbirth to her list of accomplishments. Smith answered a call from a man who realized he and his wife would never make it to the hospital. During an 8-minute call Smith used EMD cards to guide the father-to-be through the process of delivering a baby girl. The three were reunited later to share the experience.
