The family of a man who died in a motorcycle accident in Illinois last year has sued McHenry and Winnebago Counties for their lack of Phase II E911 service, which they claim would have saved the man’s life. Kurt Regnier crashed off the road around 1:30 a.m. and didn’t know his location during two 911 calls he made, which reached two different cellular towers. An autopsy found that his blood alcohol level was 0.12%, above the state’s 0.08% limit to be considered DUI.
