Michigan politicians have sparked debate among themselves and public safety officials over H.B. 4852, which would add a $1.35 per month surcharge on each phone line, in addition to any existing local or county surcharges, with the money going to a wide variety of projects, none of them 911-related. Most of the money would go to the state’s public safety radio network, the state crime lab, traffic safety projects and state CJIS.
