The cities in the Portland (Ore.) region are planning to buid a huge, regional public safety radio network. But buying radios and installing transmitters is the very last step in the huge process. In fact, the first step is just figuring out the governance options for the multi-jurisdictional system. Now the city, acting on behalf of the coalition of cities, has issued an RFP to hire a consulting firm that will explore governance issues, and recommend exactly how the huge operation should be administered.
