Victoria (BC) police have resorted to two-officer patrol cars in response to an unreliable radio system that sometimes leaves officers without assistance when they call for help. The CREST radio system cost about $16 million when it was completed in 2003, but officials believe it will cost another $5.6 million to $9.4 million to make improvements so coverage is more complete.
