Today the FCC issued a Notice of Proposed Rulemaking (NPRM) seeking comment on Phase II accuracy requirements that allow cellular carriers to average out their performance over a geographic area as large as a state. The Notice was prompted by complaints by APCO that the FCC’s measurement rules were masking huge accuracy errors that are occurring when cellular callers dial 911 for help.
