Watertown (Wisc.) dispatcher Nikki Torres and a city police officer were honored for their role in helping save a woman who drove her car off a bridge into a river. The March 2007 incident is considered a suicide attempt, but the woman had second thoughts when the car began to submerge in the Rock River. With her remaining air space growing smaller, the woman dialed 911 and reached Torres, who dispatched Off. Brad Degrow to the scene. Degrow jumped into the water, reached through a partially-open window to unlock the door, and pulled the woman out. Read more here.
