The firm RCC Consultants Inc. has submitted comments to the FCC about the 700 MHz proposal from Frontline Wireless, saying the group’s plan for a nationwide public-private radio network is a “serious and positive contribution,” but added that it has a number of shortcomings. Then in the 100-page document, RCC offers a way to overcome the shortcomings, essentially offering its own proposal on how to allocate the 700 MHz, just like Frontline and Cyren Call.
