The state of New York has issued a 160-page report on how the manhunt for escapee Ralph Phillips last April, spotlighting communications issues that arose during the 91-day operation. One of the issues was that Phillips and his family were monitoring State Police radio channels with scanners, forcing many communications to cellular phones, which the report said was inappropriate.
