A consultant’s report shows that Missouri’s counties are behind the rest of the country in implementing 911 systems. The state is tied with Nebraska and Montana for the number of counties without 911, according to NENA, and is the only state without a state-level surcharge on wireless phones to support Phase II upgrades.
