You may know that Congress directed the FCC to auction significant spectrum in the 700 MHz band by the start of 2008, creating lots of political and financial action from an amazing number of groups and organizations to grab frequencies from the allocation–including public safety. The band is particularly attractive because of its capabiilties and adjacency to existing allocations. The complexity of the situation has created lots of confusion, but there are some cogent explanations on-line.
