Consultant White Paper on Spectrum

Former FCC commissioner Harold Furchtgott-Roth is now a paid consultant to the communications industry, and has submitted a white paper to the FCC titled, “Principles for Enhancing Public Safety Telecommunications Capabilities,” but which actually speaks to the upcoming spectrum auctions, and proposals to allocate some frequencies in the 700 MHz band to public safety. Strangely, in the white paper Furthtgott-Roth notes, “I gratefully acknowledge the underwriting of this paper by the CTIA,” the national cellular industry association. But he then adds, “The view expressed in this paper are my own and do not necessarily reflect the views of CTIA or its members.” He goes on to say that new programs for public safety spectrum “should be consistent with existing laws,” that new programs should “unambiguously promote public safety communications capabilities,” and that new programs “should not reduce the efficient operation of the commercial wireless industry and the remainder of the economy.” Download (pdf) the white paper here.
