States have not used strategic plans to spend $2.1 billion in federal grants for interoperability, according to a federal General Accounting Office (GAO) report, and there is also no national coordination plan for communications investments. The 70-page report also notes that Project 25 on digital radio for public safety has made “little progress” in completing standards that might improve interoperability.
