An interesting statistic from Carter County (Tex.), where voters are being asked to approve a 911 surcharge increase to fund Phase II upgrades. According to county officials, 50% of their 911 calls are received from cellular phones, and of those calls, 95% cannot clearly provide their location. County 911 coordinator J.L. Self says dispatchers must take extra time to obtain an accurate location from most cellular callers, which slows the emergency response.
