In a strange twist, former Monterey County dispatcher Frank Savinon’s lawyer filed a declaration that his client is incompetent to stand trial. Savinon was fired last year by the county and the Salinas Rural Fire Department where he worked as a firefighter after he was arrested on child sex solicitation charges. He is charged with kidnapping, attempted murder and torture in connection with an incident involving his ex-girlfriend. He’s scheduled for a psychological exam in mid-March.
