The firm RCC Consultants has submitted a comprehensive set of comments on the FCC’s plan to create a nation-wide, 700 MHz public safety radio network, mirroring a plan proposed by Nextel co-founder Morgan O’Brian. In the 126-page filing the company says the FCC is exceeding its authority, the plan is inconsistent with public safety agency comments on the issue, and that it reflects “a proposal so fraught with uncertainties, problems, and the potential for conflict” that it would not succeed.
