Radio System Strategy

Two attorneys from the law firm Perkins Coie LLP have written a paper on “21st Century Communications Systems for First Responders,” noting the history and challenges of communications. According to the authors, the solution is to, “leverage the tools now available,” including use of the 24 MHz of spectrum in the 700 MHz band–allocated 9 years ago but generally unused. The paper also advocates for a national interoperability plan, and more cooperation among state and local governments. Download (pdf) the paper here.
