A conservative think tank, The Heritage Foundation, has posted a “WebMemo” on the Cyren Call proposal for a nation-wide public safety radio network, sparked by Sen. John McCain’s (R-Ariz.) anouncement he will introduce legislation to allow use of the 700 MHz frequencies proposed in the plan. But the Foundation says, “The Cyren Call proposal is not as attractive as it may appear,” and goes on to say that it’s a high-cost proposal to fix a problem created by inefficient use of existing spctrum allocations.
